Minutes of the Regular Meeting of the
Board of Commissioners on June 12, 2006
Meeting called to order by Chairman Rick Stone at 10:00 at the Administrative Office. Present were: Commissioners Stone, Layton and Norton, Chief Pollock, District Operations Captain Doughty and Administrative Assistant Rumelhart.

Commissioner Layton moved that the minutes of the May 8, 2006 Regular Meeting, May 9, 2006 Special Meeting and May 22, 2006 Regular Meeting be approved as sent. Commissioner Norton seconded the motion. The motion passed 3-0.

Guests or Public Appearances:
  • None.
Payment of Bills:
  • The outstanding bills were reviewed and discussed. Commissioner Stone moved that the following vouchers be approved for payment:
    • General Fund (646-002-010)
      • Voucher numbers: FD06-059 through FD06-062, totaling $317.96.
    • Rescue Fund (646-002-020)
      • Voucher numbers: RD06-155 through RD06-182 totaling $6,279.58.
      Payroll warrants 61141 through 61147 totaling $6,790.98 and payroll warrants 61224 through 61226 totaling $1,119.77 and payroll warrant 61245 totaling $1.82.
    Commissioner Layton seconded the motion. The motion passed 3-0.
Correspondence:
  • A thank you card was received from Lillian Bailey Elementary School for the Fire District Ambulance standby at their mile run.
  • Another medical device recall notice was received from Bound Tree Medical. The Fire District does not have the recalled device.
Reports:
  • Administrative Assistant
    • As of May 31, 2006 the fund balances were as follows:
      General Fund = $13,212.69, Invested = $31,000.00
      Rescue Fund = $20,916.56, Invested = $20,100.00
      Building Fund = $384.22, Invested = $20,000.00
  • Commissioner Stone
    • Station 23 (Tiger) – Starting the process to get the septic system design. Also going to work on getting the trees cleared.
    • Station 24 (Riveredge Estates) – Nothing to Report.
  • Commissioner Layton
    • - Nothing to report.
  • Commissioner Norton
    • Grants – Nothing new on the FEMA grant.
    • Loan – The USDA is still working on the application package. The district will have to get a construction loan to build the stations and after the stations are built the USDA will release the loan proceeds.
  • Chief Report
    • Additional hazard trees around Station 22 were discussed. Commissioner Stone will speak with Jack Taft, the land owner, to see how they can be removed.
    • The state may be requiring updated defibrillators in the near future. District Operations Captain Doughty will monitor the requirements.
    • The repair and outfitting of Rescue 23 as a brush engine was discussed. Commissioner Layton will explore tank and pump options.
    • A discussion was held on problems with the dispatchers not dispatching out the fire district for incidents. Commissioner Stone will pursue a resolution to the problems.
    • The radio system will probably go down again this winter.
    • The paramedic contract renewal will be ready for the first reading at the next meeting.
    • A discussion on various repair options for the damaged engine in Engine 21 was held. Commissioner Norton moved to authorize up to $5,000 for starting repairs. Commissioner Layton seconded the motion. The motion passed 2-0.
  • District Operations Captain
    • Vehicle Titles – R23 will have to have a State Patrol inspection and then a lost title will be filed.
    • A daily log for the past month was presented.

  • None.
New Business:
  • Claims – The station 22 roof damage and the Medic 23 engine fire insurance claims have been turned in to the district’s insurance agency. Temporary roof repairs have been made to station 22 and the ambulance has already been repaired.
Next Meeting Topics & Action Items
  • Commissioner Layton will explore tank & pump options for Rescue 23.
  • Commissioner Stone will look into resolving the dispatching problems.
  • Commissioner Norton will finish up the insurance application to switch to WGEP.
  • Paramedic Contract Renewal.
The meeting was adjourned at 12:47. The next meeting will be the regular meeting at 10:00 AM on Monday June 26th at the Administrative Office.
