Minutes of the Regular Meeting of the
Board of Commissioners on October 24, 2005

Meeting called to order by Chairman Rick Stone at 16:00 at the Administrative Office. Present were: Commissioners Layton, Norton and Stone, Chief Pollock and Administrative Assistant Rumelhart. District Operations Captain Doughty arrived at 16:30. Gayle Pollock arrived at 16:45.

Guests or Public Appearances:
  • Captain Brad Larson left some information on running an equipment & construction bond.
Payment of Bills:
  • The outstanding bills were reviewed and discussed. Commissioner Layton moved that the following vouchers be approved for payment:
    • General Fund (646-002-010)
      • Vouchers number: FD05-125 through FD05-130, totaling $1,295.44.
    • Rescue Fund (646-002-020)
      • Vouchers number: RD05-268 through RD05-273, totaling $3,791.90.
    • Payroll warrants 53560 through 53564 totaling $1,295.76 and warrants 53470 through 53476 totaling $6,689.24 and warrant 53596 totaling $1,209.84.
    Commissioner Norton seconded the motion. The motion passed 3-0.
Correspondence:
  • Thank you letters were received from the Pend Oreille Conservation District and some 6th grade students for the District’s participation in the Conservation Day at Sullivan Lake on October 4th.
Reports:
  • Administrative Assistant
    • Current balances were given
  • Commissioner Stone
    • Station 23 (Tiger) – Nothing to Report.
    • Station 24 (Riveredge Estates) – The informal bids for a pole building with roof & wall, no doors, floor or insulation were around $23,000.
    • Metalines Chamber of Commerce – The presentation went well.
  • Commissioner Layton
    • Nothing to Report.
  • Commissioner Norton
    • Grants – Nothing to Report.
    • Loans – Obtaining a low interest loan from the Department of Agriculture was discussed. Commissioner Norton will start gathering the necessary information to start the process.
  • Chief Report
    • Rescue 23 – The auction was missed. The vehicle is currently in service because Medic 24 is out of service.
    • Medic 23 – Medic 23 has still has a brake problem that causes the brakes to slowly bleed down.
    • Medic 24 – Medic 24 has no brakes due to a bad master cylinder. Various options for repair were discussed.
    • Water Tender – The District is still in line for getting the water tender from Fire District #7 sometime in the spring.
    • EMS Grant Program – The District is not in position for the biannual Prehospital Needs Grant due the lack of a Pend Oreille County representative on the East Region Trauma Council.
    • WEMSIS – WEMSIS is a new nationwide EMS data collection system. The State Department of Health is working on a pilot program. The District will try to get into it.
  • District Operations Captain
    • CPR Policy Update – Still being worked on.
    • Ladders 20 Ad – Ads have been placed on the Washington Fire Commissioner Association website and on the Association of Washington Cities website.
    • EMS Protocols – The EMS protocols have been printed and are in a binder in the office and on a CD.
    • Training – An EMS training calendar and St 24 fire training calendar are being set up.
    • Starting November 5th Captain Doughty will be teaching an EMT class in order to finish up the requirements of his Senior EMT Instructor certification.

    Old Business:
    • Policy Update – The CPR policy was discussed.
    • Boundary Contract – Has not arrived.
    • Lid Lift Levy – After some discussion it was decided that if a lid lift levy was done it would be best to put it on a November general election ballot.
    • Ione Contract – The Ione Fire Commissioner gave a verbal reply to the contract indicating that Ione wanted $8,000 for 2006 and $12,000 for 2007. No written proposal has been received. Various options on what to do were discussed.

    New Business:
    • 2006 medical insurance – The renewal application for 2006 medical insurance was approved.
    • Metaline Engine – Acquiring the Town of Metaline’s fire engine was discussed. Commissioner Layton moved that the District offer Metaline $3,500 for the engine and request an answer within 72 hours. Commissioner Norton seconded the motion. The motion passed 3-0. Chief Pollock called the Metaline Fire Chief, Orin DeGroat, and made the offer. The Metaline Fire Chief rejected the offer.

    Action Items
    • District Operations Captain Doughty – Meet with the CPR instructors to discuss the CPR policy.
    • District Operations Captain Doughty – Talk with Fire District #8’s mechanics about M24 repairs.
    • Commissioner Norton – Start working on the low interest loan package.
    • Administrative Assistant Rumelhart – Work on getting replacement titles for the apparatus that do not have titles.

    The meeting was adjourned at 17:40. The next meeting will be the regular meeting at 10:00 AM on Monday November 14th at the Administrative Office.
