Pend Oreille County Fire Protection District No. 2
Regular meeting called to order by Chairman Brad Larson at 1830 at Administrative Office, Metaline Falls, WA
Present were: Commissioners Brad Larson and Roy Layton and Administrative Assistant John Rumelhart.
Commissioner Layton moved that the preliminary agenda be approved.   The motion was approved unanimously.
Commissioner Layton moved that the November 4, 2002 meeting minutes be approved as sent.   The motion was approved unanimously.
Commissioner Layton moved that all outstanding bills be paid.   The motion was approved unanimously.
Reports
- Administrative Assistant
- In November 2002 there were 17 ambulance runs with 13 transports.   Total billing was $13,804.00.
- As of November 30, 2002 the General Fund has a balance of $12,465.56, the General Fund Investment Pool has $1,260.42, the Rescue Fund has a balance of $5,214.26 and the Rescue Fund Investment Pool has $136.58.
- A letter was received from Northeast Tri County Health District informing the Fire District of a bio-terrorism meeting.
- Information was received from the Second Annual Washington Regional EMS Data Standards Conference.
- Information was received from the Washington Government Entity Pool.
- A letter was received from the Washington Fire Commissioners Association describing two additional medical insurance options.   After some discussion it was decided to change to the Comp II plan starting January 1, 2003, provided it is not too late to change.
- Fire Commissioner
- Tiger Land - The land transfer is in progress at the lawyer.
- Rescue Commissioner
- HazMat Response Vehicle - No action.
- EMS District - Nothing to report.
- Administrative Commissioner
- Riley Creek Land - Some adjustment of the boundaries is being done.
- Station 24 - No Report.
- Sand Ridge Repeater - The Forest Service permit has been completed and sent off.   An additional $3,000.00 is needed to meet the Border Patrol's requirement for frequency isolation.   Commissioner Layton moved that the District pay the additional $3,000.00 and ask the three towns to chip in.   The motion was approved unanimously.
Old Business
- Oxygen Bottle Lifter - Tabled until next meeting.
- Newport Ambulance Medicare MOU - Nothing has been received back from Newport Ambulance.
- Surplus 6x6 & Canned Engines - Bids were opened. The winning bid for the 6x6 was $2,000.00 from Brent Lewis.   The winning bids on the canned engines were $1,050.00 each from Brent Lewis.   The winning bid on the Dodge truck was $850.00 from Keith Saxe.   No bids were received for the ambulance.
- Ione ILS MOU - Tabled indefinitely.
- Engine 282 - No response has been received from Ione.
- Station 22 Garage Doors - Tabled until next meeting.
New Business
- Metaline Fire Dept Response Area - Metaline has requested that the Sheriff Dispatcher change the south border of their response area from Milepost 10 to Milepost 8.   After some discussion it was decided to explore the issue further.
- Ambulance Fee Increases - After some discussion it was unanimously decided to increase ambulance transport fee in line with the Consumer Price Medical Index of 4.8% effective January 1, 2003.
- Ambulance Crews in Ione - The problems of delayed responses due to a scheduled ambulance consisting of solely Ione area responders was discussed.   A policy allowing the ambulance to be taken to Ione when this happens will be developed and presented at the next meeting.
- COLA - A cost of living adjustment for the District employees was tabled until next meeting.
- Jackets - Purchasing coats for some of the responders was discussed.
- Collection on Ambulance Accounts - Automated Accounts asked for permission to take a patient who has ignored all collection attempts to court.   Permission was granted.
An executive session attended by Commissioners Larson and Layton and Colleen Miller was held from 18:55 to 19:10 to discuss personnel issues.
Meeting adjourned at 19:10, next meeting January 13, 2003, 18:30 at the Administrative Office.
